Penalties for operating without a license:

Operating a child care home that is required to be licensed by Indiana Code, without a license, is a Class B misdemeanor. (IC 12-3-2-15) Unlicensed child care homes may be investigated and the Attorney General may seek one or more of the following remedies: The issuance of a search warrant from the circuit or superior court in order to assist the department in its investigation. An injunction in circuit or superior court. In a civil action brought in the circuit or superior court, a monetary penalty not to exceed one hundred dollars each day the child care home operates without a license. (IC 12-3-2-17)
